关于清理整顿可交易勋章的公告

     鉴于交易中心在2013年对外承包期间的监管不力，致使可交易勋章十分混乱。为此，交易勋章的清理整顿势在必行迫在眉睫。另，根据人员流动及版面空间资源情况，拟决定增设"限时勋章"若干。今后的勋章交易市场，将是永久与限时勋章并存的局面。

   

     一、清理范围

     1.整理重复勋章。两个以上相同名称的勋章保留其一；

     2.没人气，购买量小,不具备市场前景的可交易勋章；

     3.式样老化、没有新意的可交易勋章。

  

     二、清理方法

     1.凡列入清理范围的勋章，但已经有人购买的可全额退款。在交易堂发表退款申请,注明所退勋章名称、价格、式样；   

     2.凡列入清理范围的勋章，但已经有人购买，可同等价格置换。在交易堂发表置换申请，注明所置换的勋章名称、式样、价格；

     3.申请置换、退款期限为一个月。一个月后将取消认定清理范围内的可交易勋章；

     4.过期后申请置换、退款需缴纳勋章价格的百分之五手续费；

     5.超过六个月未办理置换、退款的，视为放弃。

     三、设立限时勋章

     1.限时可交易勋章分为三种：一个月、两个月、三个月；

     2.限时可交易勋章在管理人员中试行,试行期限为半年,效果满意再向会员推广；

     3.限时勋章人工佩戴,由专人负责登记；

     4.临时勋章逐渐在《勋章商厦》上架，并将在一个月后开始定价出售，不另行公告。
